Update published on March 27, 2026. Siscomex Import News No. 023/2026 has changed the detailing applied to NCM subitem 95030039 in the Unified Portal Product Catalog. For toy importers, the change reinforces that fiscal classification, catalog attributes, and Inmetro licensing references must be defined for the exact product — before linking the LPCO to the operation.
What changed in April 2026
As of April 1, 2026, the mandatory attribute ATT_15702 – Detailing now includes the value 98 – Other toys regulated by specific Inmetro ordinance for products falling under subitem 95030039. According to the official statement, items cataloged with this value are subject to the administrative treatment “Requires LPCO” when the licensing reference informed in ATT_13200 indicates Inmetro approval.
Siscomex also advised that products previously registered with the value “99 – Others,” but which need to be reclassified to the new value 98 for LPCO issuance, should be updated through the “Generate new version” function in the Product Catalog.
Why this matters to importers and distributors
The practical impact is not just filling in a new field. A generic catalog, copied from another model or associated with an incomplete commercial description, can create discrepancies between the product, NCM, attribute, certification, packaging, and import document.
For buyers of scooters, motorcycles, karts, and other electric children's toys, each configuration must be evaluated separately. Changes in battery, charger, age range, functions, dimensions, accessories, or declared use can alter the required documentation. The communication does not mean that every item commercially called an “electric toy” automatically belongs to NCM 95030039; the classification must be confirmed by a qualified professional for the actual product.
What to review in the Product Catalog
Before registering or updating an operation, the importer can organize a review in five blocks:
- Identification: manufacturer, brand, model, commercial reference, and photos corresponding to the purchased version.
- Classification: NCM and detailing validated for the product's function and characteristics.
- Regulation: Inmetro classification, certificate, registration, and applicable licensing reference.
- Configuration: battery, charger, controls, accessories, dimensions, weight, and age range.
- Traceability: version of the technical sheet, packaging, manual, labels, and documents used in the order.
Packaging and instructions are also part of compliance
Inmetro informs that toys sold in Brazil must display markings, warnings, and instructions provided in Ordinance No. 302/2021. General points include age range indication, safety warnings, manufacturing date, and information in Portuguese. Therefore, catalog and LPCO should not be treated in isolation from packaging and manuals.
For a private label project, the artwork must be reviewed before mass production. Importer name, warnings, lot identification, language, and other applicable information must correspond to the approved product. An alteration made only to the box, without updating the project record, can generate inconsistency in document or physical verification.
Checklist before confirming the order to the manufacturer
- Freeze the model, configuration, and accessories of the quote.
- Request technical sheet and photos of the exact version.
- Validate NCM and administrative treatment with the customs broker or technical manager.
- Confirm with the OCP and project professionals which certificates, registrations, and tests apply.
- Review ATT_15702, ATT_13200, and other required attributes for the operation.
- Compare catalog, LPCO, invoice, packing list, manual, label, and packaging before shipment.
- Record any change as a new version instead of informally replacing an already approved specification.
What MORDOR recommends to B2B buyers
The supplier must provide consistent data, but regulatory decisions and import remain the responsibility of the professionals involved in the destination market. In the RFQ phase, send country, sales channel, quantity, model, configuration, and packaging requirements. This allows for a more organized commercial documentation and reduces rework between purchase, certification, and dispatch.
MORDOR works with professional buyers of electric children's scooters, electric children's motorcycles, and children's karts. To compare model, MOQ, customization, and available documentation, send a B2B inquiry.
